Desert Hot Springs' Pre-Approved ADU Plans are Now LIVE!

General ADU Information

An ADU is an attached or detached residential dwelling unit which provides complete independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation, which is located on the same lot as a single-family detached dwelling unit.

California’s lack of housing production and large population growth have caused a housing shortage. In fact, only half the homes needed to keep up with population growth were constructed in California in the past ten years. That means that cities statewide need to build more housing. It also means that housing is unaffordable, particularly for renters in California.

ADU’s are also important for homeowners and families. ADU’s are the perfect way to expand upon a housing investment, and create passive rental income for you and your family. ADU’s are also an affordable way to house seniors or children on the same property as their relatives so families can better assist each other without living in the same unit.

Construction cost such as materials, labor, and consultant fees will vary depending on rates set by the consultants and professionals you choose to retain. However, the City is making efforts to greatly reduce costs associated with building an ADU. On June 6, 2023, the City of Desert Hot Springs City Council approved to waive all local development impact fees for ADU’s built in the City, reducing permitting fees significantly. Costs will vary depending on the type of ADU you decide to build. At the bottom of the page you can find fee estimate sheets associated with the plan type you choose for your ADU!

* ADUs are not permitted on lots that are on septic if they are less than 1 acre in size.

Pre-Approved Plans for New Detached ADU

The City of Desert Hot Springs in collaboration with YNG Architects is offering property owners a selection of eight (8) Pre-approved ADU Plans to promote construction of new detached ADUs within City limits. The collection of plans that were produced include four (4) architectural styles: Contemporary, Pueblo, Mediterranean, and Spanish, and eight (8) different unit types. Plans available for download below.

The plans feature configurable choices regarding external style and materials but the ADU should be compatible with the design of the main dwelling unit.

Pre-approved plans reduce preconstruction fees and expedite the permitting process. While the house plans are pre-approved, other documents such as a site plan, are required from the property owner at the time of submittal. These plans are only to be used for NEW Detached ADUs on properties within the City of Desert Hot Springs limits. The pre-approved ADU plans are not compatible for properties proposing an ADU in existing space or for attached accessory dwelling units.

How to Build an ADU in Desert Hot Springs

Review the City of DHS ADU Handbook to familiarize yourself with the City’s ADU regulations.

Talk to a Planner or Permit Technician if you have any questions about ADU’s or want information on the pre-approved ADU regulations.

Consult with an experienced design professional to help your vision come into a reality! Building designers, engineers or architects can draft the required plans (site plans, fire sprinklers, and grading plans if necessary) for your pre-approved ADU, and will work with the City’s Building and Planning Departments to ensure the plans are ready to be approved and used for construction.

Time to submit your new site-specific plans to the Planning and Building Departments for review! Your building designer or architect can do this for you.

Once your plans are approved and a Building Permit is issued, construction can begin! Periodically during the construction process, your ADU will require a building inspection. Once the ADU is complete and the final inspection takes place, your ADU is ready for a loved one or a tenant to live in.

  • A complete building permit application shall contain all of the below documents in a PDF format at the time of submittal:
    1. Prefilled set of Pre-Approved ADU Plans
    2. Site Plan
    3. Grant Deed (include all pages)
    4. Additional documentation (if applicable)
    5. Hold Harmless Statement (signed by the property owner)
