History

In October 2023, the City of Desert Hot Springs opened the doors to a City-owned emergency homeless facility, The HUB. Martha’s Village and Kitchen operated the facility under a limited-term agreement approved by the City Council. The emergency facility was enacted to provide essential services to our unhoused community and to centralize resources.

In October 2024, The HUB’s operations transitioned to the Social Work Action Group (SWAG), transforming it from an overnight emergency shelter to a 90-day transitional housing facility.

Eligibility for Housing

The HUB provides a crisis stabilization program that lasts for 90 days. It is not an emergency or shelter lodging operation. However, it serves as a temporary refuge for individuals who are chronically homeless, enabling them to progress toward the acceptance of assistance and recovery. The City of Desert Hot Springs funds The HUB and its associated on-site supportive services. Consequently, each homeless individual is meticulously chosen, evaluated, and strategically positioned within the complex in accordance with the following eligibility criteria:

• Chronically homeless, which means that an individual must have been homeless and surviving on the streets for a minimum of one year or have experienced three or more episodes of homelessness that were indicative of one year.
• Identified as chronically homeless (residing in an area that is not intended for human habitation) by Law Enforcement or Code Compliance.
• Must be known to reside on the streets of Desert Hot Springs or surrounding unincorporated areas.
• A minimum of six months of experience in case management and/or outreach with SWAG.
